Because of rigging. you see starting from 2004, the number of voters had been escalated to 5000 voters per constitution. All of them voted BN. Even though PAS gained more votes than it had gained in 1999, it still lost because of these newly add 5000 votes in each constituent.

I dont know for sure the real scenario here but I know much of development process. At initial stage normally a rudimentary scope is available to secure budget. Budget is normally done by a Client agency who have minimal knowledge of cost. When a budget is secured, the project is passed to JKR to implement and JKR have to compromise the scope and quality to meet the budget available. Then local politics come in and demand the sky to be incorporated into the project in their are and JKR are hard put to make both ends meet. Under Treasury regulation, ceiling will not be adjusted, hence some sacrifices in material specs had to be made just to make the project possible.. This is when things go wrong..
